FALISA ABU BAKAR joined as a partner in the General Corporate and Commercial
Advisory practice group in February 2016. She graduated with a Bachelor of Laws
(Hons) degree in 1994 from the Manchester Metropolitan University in the United Kingdom. She
was admitted as a Barrister-at-Law of Gray’s Inn in 1996 and thereafter, the Malaysian Bar. She
specialised in projects, privatisation and construction early on in her practice and had advised and
been involved in the drafting of several major concession agreements for infrastructure projects. As
such, she had gone through the various models in place, from the 1990s privatisation model for tolled
highways to the deferred payment and Build, Lease, Manage, Transfer models for concession and
construction related projects. Falisa was also amongst the pioneer advisors involved in the creation of
the Private Financing Initiative (PFI) concession model which the 3PU (Public Private Partnership
Unit) had adopted since 2010.
In her previous practice, Falisa had also advised on information technology (“IT”) contracts. For several years, she advised various IT companies and drafted IT technical and commercial related contracts. Whether it was for construction, projects or IT related matters, her work also involved drafting and advising on joint bidding/tender documents, joint venture agreements and the accompanying of general corporate and shareholders related matters.
Between 2011 and 2014, Falisa advised the Perak State Agricultural Development Agency on its legal and corporate related matters, namely, in its corporatisation exercise and implementation of postcorporatisation initiatives. Before coming on board ZUL RAFIQUE & partners, she was a Senior Manager in the Legal Advisory division, Chief Executive Office, of the Northern Corridor Implementation Authority. She is currently a member of the team dedicated to provide advisory services for the Petronas RAPID Project.
