Majlis Keselamatan Negara Movement Control Order (MCO) General Standard Operating Procedures (SOP) (Updated as of 11 May 2021) issued by the National Security Council on 11 May 2021.

Latest Amendments:

Restriction in Movement
  • Internal face-to-face meetings for Government and private agencies not involving the attendance of representatives from external agencies. Meeting attendees must be from the same premises, office or building and does not involve inter-district or interstate travel.

Travel & Health
  • Number of passengers in private vehicles, taxis and e-hailing limited to 3 pax only (including driver) for purposes of obtaining health or medical care, food supply, medicine, dietary supplements, food, daily and basic necessities, in the same district closest to their residence if there is no supply of said necessities in said area.
  • Activity and services in all airports and ports allowed.

Day Care Centres
  • Childcare centres, nurseries, kindergartens and child development centres for children between 4 to 6 years allowed to operate accordance with the SOP set by the Ministry/Agency.
  • Various daycare and rehabilitation centres for the disabled (OKU), senior citizens and women are allowed to operate.

Economic and Business Sectors
  • Movement in relation to Governmental official affairs must be accompanied by the relevant documents, official Government letter or employee pass.

Education
  • Public and Private Institutes of Higher Education, Skills Training Institutes, Tahfiz Centres and other education institutes closed for 4 weeks from 12 May to 7 June 2021.
  • All schools under KPM, private education institutes categorised as schools and centres, and other educational institutes registered under KPM must be closed for 4 weeks from 12 May to 7 June 2021.
  • Face-to-face teaching and learning activities only for students in need

Creative Industry
  • Drive-in cinemas allowed

Religious Activity
  • Muslim: Solat Jumaat, Solat Sunat Aidilfitri and activities in the mosque/surau such as jemaah prayers, with not more than 50 pax for mosque/surau with a maximum capacity of 1,000 and not more than 20 pax if maximum capacity is less than 1000, according to the ruling of the State Religious Authority.
  • Islamic wedding ceremonies in the religious department and mosque with attendance and burials allowed in accordance with the ruling of the State Religious Authority.
  • Non-Muslim: Activities in non-Islamic religious places and burials allowed according to the ruling of the Ministry of National Unity.

Hours of Operation (6am to 10pm)
  • Sundry shops, convenience stores and shops selling daily necessities

Other Activities
  • Driving Institutes, Flight Training and Maritime Centres allowed according to the SOP issued by the Ministry of Transport
  • Fishing for the purposes of maintaining one's livelihood
