The National Security Council has issued “Soalan Lazim (FAQ) Mengenai Perintah Kawalan Pergerakan Tahap 2 Majlis Keselamatan Negara” on 2 April 2020, and has made some improvement to the FAQs in “Penambahbaikan Susulan Pewartaan P.U. (A) 112/2020 Yang Diwartakan Pada 2 April 2020 Kepada Soalan Lazim No. 2 Dan No. 3”, issued on 3 April 2020 and "Penambahbaikan Kenyataan Dilampiran FAQ PKP Tahap 2 (M/S 3)", issued on 4 April 2020.

1. What do the Movement Control Order (MCO), Movement Control Order Phase 2 (MCO 2) and Enhanced Movement Control Order (EMCO) mean?

2. What sectors are allowed to operate during the MCO 2?
Only ten essential services and the supply chains of such services are allowed to operate during the MCO 2, and they are:
a. Food
b. Water
c. Energy
d. Communication and internet
e. Security and defense
f. Solid waste and public cleansing management and sewerage
g. Healthcare and medical including dietary supplements
h. Banking and finance
i. E-commerce
j. Logistics confined to the provision of essential services

3. Other essential services such as postal, fire, prison, immigration and customs are not among the ten essential services allowed to operate during MCO 2, and this includes petrol station services too. Are all of these services not in operation during MCO 2?
All of these services and essential services announced during the MCO are still allowed to operate if they are included as the ten essential services and the supply chain of such services. For example, postal services falls under communication and logistics. While fire, prison, immigration and customs services fall under security and defense. For petrol station, the essential service is energy. Therefore, all of these services are allowed to operate during the MCO 2.

4. What are the guidelines to control the operation of the essential services?
The government has set the procedures for control and operation as attached in the FAQ (See ‘LAMPIRAN’).

5. What is the concept of implementation of the Movement Control Order Phase 2?
a. The Movement Control is implemented in accordance with the specified time frame and critical sectors; and
b. The Enhanced Movement Control Order (EMCO) was implemented at certain areas or localities in the red zone on the advice of the MOH when there is a sudden spread of the virus in that locality. 

6. What is the definition the zone?
The definition of zones according to the Ministry of Health Malaysia is as follows:
a. Green Zone - Area with no positive cases
b. Yellow Zone - Areas of 1 - 20 positive cases
c. Orange Zone - An area with 21 - 40 positive cases
d. Red Zone - An area with over 40 positive cases

7. Do the ten essential services companies that have been approved to operate during the first phase of MCO need to get another approval to operate during MCO 2?
All approvals given to the ten essential services companies during the first phase of MCO can continue to use the same approvals during MCO 2. It is important to ensure that the written approval is in accordance with the MCO 2 period.

IMPROVEMENT TO QUESTION NO 2 AND NO 3 OF THE FAQ FOLLOWING THE GAZETTE OF P.U. (A) 112/2020 ON 2 APRIL 2020

 

 

1. Are there any additional sectors that are allowed to operate under MCO 2 following the PU (A) 112/2020: Reporting on the Prevention of Disease Control and Prevention (No.2) (Amendment) Regulations 2020?

Following the gazette of P.U. (A) 112 effective 3 April 2020, the list of essential services authorised to operate during the MCO 2 is as follows:
a. Food
b. Water
c. Energy
d. Communication and internet
e. Security and defense
f. Solid waste and public cleansing management and sewerage
g. Healthcare and medical including dietary supplements
h. Banking and finance
i. E-commerce
j. Transportation by land, water or air

k. Port, dock and airport services and undertakings, including stevedoring, lighterage, cargo handling, and pilotage, and storing or bulking of commodities
l. Production, refining, storage, supply and distribution of fuel and lubricants
m. Hotels and accommodations
n. Any services or works determined by the Minister as important or critical to public health or safety
o. Logistics confined to the provision of essential services

2. Other essential services such as broadcast, media, postal, fire, prison, immigration and customs are not among the 15 essential services allowed to operate during the CPP 2. The same is true of petrol station services. Did not all these services operate during the Stage 2 CPP period?
All essential services listed during the CPP are still allowed to operate but their hours are tightened. Some unlisted services have been categorized into new categories for example; broadcasts, posts, and media are categorized in the Communication category. While fire, prisons, immigration and customs are in the Safety and Defense category. As for the petrol station service, it is under the energy category.

IMPROVEMENT TO STATEMENT IN THE ATTACHMENT OF THE FAQ (PAGE 3)

 

1. Can food businesses operate by drive-thru?
All food bussinesses are limited to operate only by drive thru, take away or delivery from 8.00 am to 8.00 pm.


2. Can the canteen of industrial premises and factories operate during the MCO 2 period?
Canteens in the industrial premises and factories listed as essential services are allowed to operate, provided that the social distancing rules and hygiene practices outlined by the Ministry of Health Malaysia are observed.
