Majlis Keselamatan Negara Movement Control Order (MCO) General Standard Operating Procedures (SOP) (Updated as of 9 May 2021) issued by the National Security Council on 9 May 2021.

Latest Amendments:

Restriction in Movement
  • Approval to operate subject to risk assessment by KKM against the list reported under the Hotspot identification for Dynamic Engagement (HIDE).
Education 
  • All schools under KPM, private education institutes categorised as private kindergartens, schools and centres, and other educational institutes registered under KPM must be closed for 4 weeks from 10 May to 6 June 2021.
  • Only international and expatriate school students involved in international examinations allowed to be present to sit for the examinations according to the set examination schedule.
  • Public and Private Institutes of Higher Education, Skills Training Institutes, Tahfiz Centres and other education institutes in accordance to the rulings by the Ministry of Higher Education/ relevant Agencies.
Restricted Activities
  • Ramadan and Aidilfitri Bazaars.
  • Hotel lounge performances.
  • Spa, reflexology, massage centres and pedicure/manicure services.
  • Tourist attractions such as zoo, farms, aquariums, edutainment centres, extreme/adventure/nature parks etc.
  • Art, culture and heritage centres.
  • Activities at nightclubs or pubs, theme parks, indoor playgrounds, family karaoke, family entertainment centres, and cinemas.
  • Operation of sports and recreational facilities except public parks subject to Local State Authorities
  • Contact and Group sports and recreational activities.
Sports and Recreation
  • Organisation of tournaments, competitions and friendly matches without audience for MFL only with approval from KBS.
  • Individual and non-contact sports and recreational activities in open areas limited to jogging, cycling and exercise only with social distancing and within residential neighbourhoods within the same district.
