Majlis Keselamatan Negara Movement Control Order (MCO) General Standard Operating Procedures (SOP) | Issued and updated by the National Security Council on 22 May 2021.

Latest Amendments
Travel & Health
  • Number of passengers in private vehicles, taxis and e-hailing limited to 3 pax only (including driver).
  • Travelling for purposes of obtaining health or medical care or medicine in the closest district is allowed if they are not available within the same district.
  • Activity and services in all airports and ports are allowed.
Restriction in Movement
  • Public transport services are ALLOWED to operate based on 50% of vehicle capacity (operating hours and frequency is according to Ministry of Transportation).
Religious Activity
  • Muslim: Solat Jumaat, Solat Sunat Aidilfitri and activities in the mosque/surau such as jemaah prayer are allowed according to the ruling of the State Religious Authority.
Economic and Business Sectors
  • Attendance capacity of employees for the civil service is limited to only 20% in total (not including frontliner services) and 80% on a Work From Home (WFH) basis which will be based on the Public Service Department (JPA) Circular/Instruction.
  • Capacity of attendance in the private sector which includes operations and managements is limited to only 60%.
Hours of Operations:
Operations from 8am to 8pm:
  • Restaurants, shops/food stalls, food trucks, street vendors, mobile vendors, food court/complex and roadside stalls/kiosks for takeaway, drive throughs and deliveries only.
  • Sundry shops, convenience stores and shops selling daily necessities.
  • Animal clinics and shops selling pet food.
  • Laundrettes, self-service laundrettes, car wash centres, optical shops, barber shops and salons (haircut services only).
  • Shopping mall and supermarket involving outlet premise only.
  • Cyber Cafes and Cyber Centres.
Other Hours of Operation:
  • Pharmacies from 8am-10pm.
  • Petrol stations (Exception: 24 hours for highway stations) from 6am-10pm.
  • 24 hours or according to operating license for hospitals, clinics and medical laboratories.
  • Daily markets, farmers' markets, public markets and weekly markets from 6am-2pm.
  • Wholesale markets from 12am-6am and from 11am-4pm.
  • Night markets from 4pm-8pm.
Restricted Activities
  • Restaurant and food store dine-ins and park & dine.
  • Picnics; Outdoor photography.
