The infographic highlights the SOP for Phase One of the Movement Control Order under the National Recovery Plan in Kedah, Selangor, Negeri Sembilan, Melaka, Johor, W.P Kuala Lumpur and W.P Putrajaya as issued and updated by the National Security Council on 16 August 2021.

For areas under Enhanced Movement Control Order (EMCO), the EMCO SOP is effective until announced otherwise. 

Latest Amendments:
FULLY VACCINATED 
  • Manufacturing & Construction sector that has achieved vaccination rates for its workers as below:
40% : Allowed to operate at a capacity of 60%
60% : Allowed to operate at a capacity of 80%
80% : Allowed to operate at a capacity of 100%

RTK Antigen testing to be carried out on workers every 2 weeks and cost to be borne by employer.
 
  • Mining & Quarrying sector that has achieved vaccination rates for its workers as below:
60% : Allowed to operate at a capacity of 80%
80% : Allowed to operate at a capacity of 100%

  • Distribution Trade
For Phase 1 states that have achieved 50% Vaccination rates of total adult population, the list of services below are allowed to operate. Customers patronising these services must also be fully vaccinated. 
  • Car Wash Shops
  • Electric & Electronic Shops
  • Home & Kitchen Appliances Shops
  • Furniture Shops
  • Sporting Goods Shops
  • Car Accessory Shops
  • Car distribution and sales center
  • Morning Market and Farmers’ Market
  • Clothes, Fashion & Accessories Shops
  • Jewellery Shops
  • Barbers & Beauty Centre/Salon (limited to basic hair cut services)
