The infographic highlights the SOP for Phase Two of the Movement Control Order under the National Recovery Plan in Kelantan, Terengganu, Pahang, Perak, Penang, Sabah, Melaka, Selangor, W.P Kuala Lumpur and W.P Putrajaya as issued and updated by the National Security Council on 9 September 2021.

For Selangor, W.P. Kuala Lumpur and W.P. Putrajaya the SOP takes effect from 10 September 2021 (starting 12.01am).


For areas under Enhanced Movement Control Order (EMCO), the EMCO SOP is effective until announced otherwise.

Phase 2 – What’s New:


Infectious Zone
  • Selangor, W.P. Kuala Lumpur and W.P Putrajaya are combined in to one infectious zone.
Inter-district Travel
  • Inter-district travel is allowed. Individuals must provide Digital Vaccination Certificate together with Identification Card/Passport as proof. Fully vaccinated individuals are allowed to bring children under the age of 17 and below provided adhere to general health protocols.
Malaysian and Non-Malaysian Travellers
  • Malaysian citizens and Non-Malaysian citizens with a residence in Malaysia (including PR and Malaysia My Second Home) returning or arriving from abroad and who are fully vaccinated, are allowed to undergo home quarantine and will be given a digital Home Surveillance Order (HSO) subject to requirements set by the Ministry of Health Malaysia (MOH).
    • Must provide a Negative RT PCR Test undergone 3 days before departure.
    • Have a valid COVID-19 Vaccination certificate which certifies individuals are fully vaccinated (based on vaccine)
    • No symptoms upon arrival at country's international border gates.
    • Have a suitable place of residence to undergo quarantine.
Dine-in
  • Dine-In capacity of only 50% each table and physical distance of at least 1 meter subject to Phase 2 SOP KPDNHEP PPN.
Sports & Recreation
  • All contact and non-contact sports and recreational activities carried out either individually or in a group in an indoor setting EXCEPT gym/indoor fitness centres are allowed for fully vaccinated individuals from 6am-10pm subject to movement restrictions that is in-force.
  • Operation of all indoor sports facilities and commercial recreational centres EXCEPT gym/indoor fitness centres are allowed, complying with 50% of users/area with supervisory control. Not more that 60% of staff force including management and operation is allowed.
  • Fully vaccinated individuals are also allowed to bring children aged 17 years and below for such activities with strict SOP compliance.
  • All contact sports and recreational activities in an outdoor setting is allowed from 6am-10pm subject to movement restrictions that is in-force.
  • Operation of all outdoor sports and commercial recreational centre are allowed, complying with general SOP for the Sports and Recreational sector. Not more that 60% of staff force including management and operation is allowed.
  • Group sports and recreational activities or training allowed for fully vaccinated individuals with supervisory control subject to 50% capacity or not more than 80 people at one time including trainer/instructor/parents.
Picnics & Camping
  • Picnics and camping are allowed within the same state.
Travel Activity
  • Travelling is allowed within the same state for hotels and homestays.
  • Individuals must provide Digital Vaccination Certificate when checking-in
  • Fully vaccinated parents are allowed to bring their children aged 17 and below subject to general health protocols.
  • Visiting by appointment to Public Arts premises and facilities such as Museum, Gallery, Archives, Handicraft stores, Memorials, Libraries, Cultural Complex and Cultural Performance is allowed subject to 50% capacity.
  • Travel bubble to Langkawi is allowed subject to Langkawi Domestic Travel Bubble SOP
Mining & Quarrying
  • Mining & Quarrying sector that has achieved vaccination rates for its workers as below:
Less than 80% : Allowed to operate at 80% capacity
                  80% : Allowed to operate at 100% capacity

Distribution & Trade
  • With Fully Vaccinated Condition:
    • Photography studio & shop
    • Used goods store
    • Nursery & flower shops
    • Handicraft & Souvenir shops
    • Antique shops
    • Toy shops
    • Carpet shops
    • Creative industry shops
    • Outdoor goods shops
    • Cosmetics, skin care and perfume shops
    • Tobacco shops (including vape and e-cigarettes)
    • Household and Kitchen goods shops
    • Furniture shops
    • Car accessory shops
    • Sporting goods shops
    • Car dealership
    • Clothing, Fashion and Accessories shops
    • Jewellery Shops
    • Barber shops
    • Salon/Beauty Centre
    • Show Room (House)
Driving School
  • Driving Institutions are allowed to operate with condition that workers, instructors and students are fully vaccinated.
  • Workers that are fully vaccinated and have no symptoms only will be allowed to work at the following capacity:
40% : Allowed to operate at 60% capacity
60% : Allowed to operate at 80% capacity
80% : Allowed to operate at 100% capacity

Driving School
  • Driving Institutions are allowed to operate with condition that workers, instructors and students are fully vaccinated.
  • All fully vaccinated creative industry individuals are allowed to carry out the following activities:
    • Development and broadcasting of creative content by recording or live broadcast
    • Broadcast by recording or live broadcast in the form of information delivery and entertainment in the presence of a fully vaccinated audience with an audience capacity of 50% in the studio.
    • Creative industry filming inside and outside the studio.
    • Busking
    • Performance in the hotel lounge to customers who have been fully vaccinated.
    • Live performance activities such as theatre, arts, musicals, music and comedy (on a pre-registered basis) with an audience that are fully vaccinated as well as audience capacity of 50% in the premise.
    • Cinemas are allowed to operate provided employees and spectators are fully vaccinated with a capacity of 50% of the cinema screening hall space.
Economic and Business Sectors
  • Attendance capacity of employees for the civil service is limited to only 60% (excluding frontliners, security and defence and enforcement personnel) and 40% Work From Home (WFH) basis on rotation. Must be accompanied by official government documents and employee pass.
  • Capacity of attendance in the private sector for essential services with letter of approval from the relevant ministry, which includes operation and management is limited to 80% only. Must be accompanied by registration/operational approval letter and employee pass/employer confirmation letter.
Hours of Operation
  • Operations from 6am to 10pm:
    • Grocery and convenience stores.
    • Shops selling daily necessities such as hardware stores, workshops, baby goods store and religious goods store
    • Stationery shops, computer and telecommunication shops and electrical shops
    • Supermarkets, hypermarkets and departmental stores.
    • Pharmacies, personal care stores, convenience stores and mini marts.
    • Animal clinics and shops selling pet food.
    • Launderettes, self-service launderettes & optical shops.
    • E-Commerce (all product categories).
    • Wholesale and distribution (essential goods and services only).
    • Barber shops and beauty salons (basic haircuts only)
    • Petrol stations (Exception: 24 hours for highway stations
  • Other Hours of Operation:
    • Restaurants, shops/food stalls, food trucks, street vendors, mobile vendors, food court/complex and roadside stalls/kiosks for takeaway, drive thru and deliveries only from 6am-10pm.
    • Daily and public markets from 6am-4pm.
    • 24 hours or according to operating license for hospitals, clinics and medical laboratories
    • Controlled Fresh Markets from 7am-2pm.
    • Permanent Farmers’ Markets, MyFarm Outlets and Area Farmers Organisation Complexes from 6am-4pm.
    • Wholesale markets from 12.01am-6am and from 11am-4pm.
    • Morning markets and Farmers' Market from 7am to 11am
Education
  • All schools under KPM and other educational institutes registered under KPM are ALLOWED to carry our face to face learning ONLY for Form 6 Semester 2 students and International Baccalaureate Diploma Programme students.
  • Form 6 Semester 2 students and International Baccalaureate Diploma Programme students are allowed to cross state & district borders accompanied by one guardian to attend school using KPM's confirmation letter.
  • All face to face learning is not allowed except for needy Higher Education students.
Manufacturing
