The infographic highlights the SOP for Phase Three of the Movement Control Order under the National Recovery Plan in Perlis, Sarawak, Terengganu, Pahang, Melaka, Selangor, W.P. Kuala Lumpur and W.P. Putrajaya as issued and updated by the National Security Council on 4 October 2021.

For areas under Enhanced Movement Control Order (EMCO), the EMCO SOP is effective until announced otherwise. 


What’s New?

GENERAL

1. Inter-district travel allowed.
2. 
Only 3 per household are allowed to go out for essential items.
3. 
Private Vehicles, taxis and e-hailing limited to 3 pax only (including driver).
4. 
Civil Service - 80% capacity in the office (not including frontliners, security, defense and enforcement) and with 20% working from home on rotation basis.
5. 
Hours of Operation - All distribution trade sectors are allowed to operate from 6.00am to 12.00am or in accordance with the conditions listed in their license.
6. 
Education.
- All private educational institutions in the main category such as Tuition Centres, Language Centres, Skills Centres, Training Centres, Mind Development Centres and other centres registered under the Malaysian Ministry of Education are allowed to operate face to face with a rotation of 50% class capacity.

Primary school
Face to face teaching & learning ONLY for:
  • Pupils with Special Needs in Sekolah Kebangsaan Pendidikan Khas and Program Pendidikan Khas Integrasi without rotation.
  • Private pre-school/kindergarten students without rotation.
Secondary School
All schools under KPM and other educational institutes registered under KPM are ALLOWED to carry out face to face learning ONLY for:
  • Form 6 Semester 2 students and International Baccalaureate Diploma Programme students.
  • SPM, STAM, SVM, STPM students at all forms of school, whereby for boarding schools, students attend without rotation.

FULLY VACCINATED
* For individuals who cannot be vaccinated for health reasons, they will need to submit a medical report that has been certified by a registered medical practitioner.
1. Sports & Recreational
  • All contact sports and recreational activities carried out in an outdoor setting are allowed from 6am-12pm subject to movement restrictions in-force.
  • All contact and non-contact sports and recreational activities carried out either individually or in a group in an indoor setting are allowed from 6am-12pm subject to movement restrictions in-force.
  • Operation of all indoor sports facilities and commercial recreational centers are allowed, complying with 50% of users/area with supervisory control. Not more that 80% of staff force including management and operation are allowed. Fully vaccinated individuals are also allowed to bring children aged 18 years and below for such activities with strict SOP compliance.
  • Operation of all outdoor sports and commercial recreational centers are allowed, complying with general SOP for the Sports and Recreational sector. Not more that 80% of staff including management and operation is allowed.
  • Group sports and recreational activities or training allowed for fully vaccinated individuals with supervisory control subject to 50% capacity or not more than 250 people at one time including trainer/instructor/parents.
  • Attendance of spectators/supporters to sports and recreation venues are subject to a 30% area/seating capacity or 10,000 people (whichever is lower).
2. Private Sector
  • All private/ non-Government offices are allowed to operate on the condition of employees having been completely vaccinated as follows:
(a) 80% to 100%: Allowed to operate with 100% employee capacity.
(b) Less than 80%: Allowed to operate with capacity of up to 80% of employees.
 
3. Official Government/Private Ceremony
  • Official Government and private functions including inaugurations etc. are allowed with the following conditions:
    • Organizers and participants must be fully vaccinated, not COVID19 positive, not a close contact to positive and asymptomatic cases.
    • Individuals who have not been vaccinated need to undergo a preevent test using a self-test examination kit (saliva) prior to attendance and must be witnesses by the organizer or affirmed by a medical practitioner.
    • Only 50% of the capacity of the premises/hall/venue.
    • Only packed food to be served.
4. Tourism & Cultural Activities 
  • Only tourism and cultural activities (within the same state) are allowed.
  • Visitor capacity - 50% of the premises space. 
  • Attractions and activities such as zoo, agritourism, aquariums, snorkeling, diving, fishing tourism and nature parks are allowed to operate.
  • Premises of art, culture and heritage such as museums, libraries, galleries art, cultural heritage center / village, cultural performance stage and others are allowed to operate.
  • Theme Park and Family Entertainment Center are allowed to operate.
5. Seminar, Workshop, Course, Training & Talks
  • Seminars, workshops, courses, trainings and talks are allowed with the following conditions:
    • Organizers and participants must be fully vaccinated, not COVID-19 posititve, not a close contact to positive and asymptomatic cases.
    • Individuals who have not been vaccinated need to undergo a pre-event test using a self-test examination kit (saliva) prior to attendance and must be witnesses by the organizer or affirmed by a medical practitioner.
    • Only 50% of the capacity of the premises/hall/venue.
    • Only packed food to be served.
