Our Partner, Tunku Alizan RM Alias, together with Senior Associate, Kiasatina Othman and Associates, Zulaika Zamaludin and Harieth Zaini from the Infrastructure & Construction Practice Group have advised and acted for MMC Infra Padi Sdn. Bhd., a joint venture between MMC Berhad and MMC Engineering Sdn Bhd, in the Concession Agreement of 5X2T Project.

This significant agreement involves close collaboration between the Muda Agricultural Development Authority (MADA), the Ministry of Agriculture and Food Security (KPKM), and MMC Infra Padi Sdn. Bhd. The agreement was signed by Datuk Seri Isham Ishak, Secretary-General of KPKM, representing the Government; Tuan Haji Kamarudin Dahuli, General Manager of MADA; and Encik Asroll Mansor, Chief Executive Officer of MMC Infra Padi Sdn. Bhd., in the presence of YB Datuk Seri Haji Mohamad Sabu, Minister of Agriculture and Food Security.

In the 2025 MADANI Budget, the Honorable Prime Minister, Dato’ Seri Anwar Ibrahim, announced an allocation of RM1 billion for the implementation of this project, starting with Phase 1 valued at RM761.23 million. Phase 1 will include the development and maintenance of 15 blocks of the tertiary irrigation system, with an allocation of RM526.37 million, as well as the Comprehensive Rehabilitation of the Pedu Dam project, costing RM234.86 million.

This project plays a critical role in enhancing the productivity of rice farmers through the development of modern infrastructure and more efficient drainage systems. The initiative also aims to strengthen the country’s Self-Sufficiency Ratio (SSR) for rice, thereby supporting national economic growth in line with the aspirations of Malaysia MADANI. This event is a tangible demonstration of the MADANI Government’s commitment to assisting farmers in the Muda region (MADA). Through this project, the goal of achieving five rice harvests within two years will be progressively realized, bringing significant benefits to the national agricultural sector. This project significantly contributes to strengthening food security by ensuring a stable and sustainable increase in rice production through advanced infrastructure and optimized agricultural practices.
