Majlis Keselamatan Negara Movement Control Order General Standard Operating Procedures implemented throughout Peninsular Malaysia, Federal Territory of Labuan, Sabah and Sibu, Kapit & Song, Sarawak (Please refer to the respective updated MCO SOPs for Sabah and Sibu, Kapit & Song, Sarawak) from 5 February until 18 February 2021 (except for Sibu, Sarawak: from 30 January until 14 February 2021 and Kapit & Song, Sarawak: from 2 February until 15 February 2021) updated as of 12 February 2021.

Latest amendments:
  • Dine-in limited to 2 people per table with a minimum physical distancing of 1 meter is allowed. Take-away food, drive-throughs, or deliveries are allowed for food services.
  • Muslim activities in mosque/surau are allowed according to the Guidelines issued by State Religious Authorities.
  • Activities in other religious places for all other States are subjected to the approval of the Ministry of National Unity.
  • Activities in other religious places for Wilayah Persekutuan Kuala Lumpur, Putrajaya, and Labuan are subjected to the approval of the Ministry of Federal Territories.
  • All sports and recreational activities are limited to only 2 people without crossing district/state.
  • Only premises/facilities with supervision during operating hours limited to gyms/sports centers, badminton/ping pong/tennis/futsal/kick volleyball/basketball courts, football/hockey fields, driving circuits, and golf course (including driving range) are allowed and may be used up to a 30% capacity. Usage of facilities must be by booking, no walk-ins.
  • Other sports facilities such as club house (except for registration purposes), changing rooms, sauna and jacuzzi are prohibited.
  • Sports group classes are not allowed.
  • The existing quarantine-based centralised training program carried out by the National Sports Council and States Sports Council can continue under the concept of “Camp Quarantine-Based Training”.
  • Championships/tournaments in MCO areas according to the 'Sports Bubble' Model is limited to the Malaysian Football League (MFL), Malaysian Hockey League (MHL), and the Sepak Takraw League (STL) without the presence of audiences. Cross-district or interstate travels of athletes, coaches, and sports personnel involved in the tournaments are subject to the approval of PDRM. Accommodation, Movement, and Training of athletes must strictly adhere to the SOP.
  • Driving Institutes and Flight Training Centers are allowed to operate during MCO according to the SOP issued by the Ministry of Transport.
  • Recreational fishing is allowed during MCO according to the SOP issued by the Department of Fisheries.
